KOBE--A city bus plowed into pedestrians walking on a crosswalk near JR Sannomiya Station here around 2 p.m. on April 21, killing two people and injuring five others.

Police said they arrested Fumio Ono, the 64-year-old bus driver, on suspicion of negligent driving resulting in death on the spot.

The dead--a man and a woman--are believed to be in their 20s.

“I applied the brakes, but the bus accelerated and hit people,” the driver was quoted by police as saying.

But witnesses painted a different picture.

"The bus approached and entered the crosswalk at a slow speed while many people began walking,” said a high school student who saw the accident.
