■Tougher regulations on manta trade expected to hit Filipino fishermen:
PAMILACAN, Philippines--About 300 meters off the shore of this island surrounded by coral reefs and white sandy beaches, a manta ray moves gracefully and effortlessly through the water.
Max Valeroso and four others in a boat follow the fish, until one of them dives in the water several meters deep. The diver then drives a hook into the slowly swimming, 3-meter-long ray, and those on the boat land manta by hauling in the connecting rope.
