OSAKA--From the observation deck at its crown to its spindly body, the Tsutenkaku Robot is a pretty fair representation of its namesake tower in Osaka's Naniwa Ward.

But at its debut Sunday, the 172-centimeter tall robot refused to budge.

Its creators were reduced to the humiliating spectacle of pushing the 10 million yen ($110,000) bipedal robot around in a cart.

They explained that it had just been completed that morning and they didn't have time to install the software that would allow it to perambulate.

The robot--hopefully more mobile by then--will begin its tour of Japan to promote Osaka next month.

Included will be a visit to its nemesis, Tokyo Tower.
