PHNOM PENH -- Prime Minister Yoshihiko Noda and his Indian counterpart, Manmohan Singh, on Nov. 20 agreed to hold talks on adopting Japan's bullet-train system for a high-speed rail project in the rapidly growing South Asian nation.
