Set clear standards, and accept unskilled foreign workers on an equal basis.
Grant voting rights to permanent residents, and pursue a pluralistic democracy.
Japan has long dwelled on the illusion that it is a ''single-race nation'' or a
''homogenous society,'' with the result that government policies toward
foreign workers have been haphazard. In such policies, the gap between
principle and reality has also been widening as a result. In future, instead of
regarding them as ''exotic elements'' and excluding them, Japan should accept
foreign workers more positively as a source of social vitality, with whom to
create new values within the community.
